| Toteutus | The dissertation studies the changes in the strategic management of the Finnish water sector from 1995 to present. The main challenges during the 1990s and 2000s, as well as for the future were investigated from the most relevant actor’s point of view, such as the water utilities, the municipalities, the finance sector, private sector, and legislative actors. The different actor’s opinions of how to solve these challenges were analyzed. The different logics about how to manage the water sector were compared and conclusions about their implications for the water sector were drawn. Research Data: First, the relevant key actors (45) for the water sector had been identified and interviewed. Second, a content analysis of three sector-related journals had been performed to track the management trends. Third, the legislative changes relevant for that time period were tracked. |
| Tulokset | The owner’s (municipalities) interests have changed from first empowering the water utilities and making them more independent during the 1990s to gain more influence over them again during the 2000s. The municipalities have become self-confident owners who increasingly apply private sector management practices. Nowadays they think of themselves as ‘municipal entrepreneurs’. This increases the municipalities’ commercial interest in the water utilities. This ‘municipal entrepreneurialism’ applies a form of financial-rational thinking that is used to legitimize the municipality itself and its actions as an efficient organization. But this logic is counter-productive to the regionalization process of water services because it over-emphasizes calculating and under-emphasizes compromising. Municipalities mainly think of their individual financial interests when negotiating with each other instead of thinking about the collective, long-term interest of their region. This commercial interest and financial thinking represents the largest obstacle to the regionalization of Finnish water services. This thesis finds that the public sector itself is the main driver for ‘making water a business’ although actively using the advice of financial consultants and investment banks. An alternative framework for managing the water services is proposed, called ‘shared entrepreneurialism’ that bridges the gap between having to be an efficient individual organization and creating sustainable collectives. |
